Role context and purpose
Due to continued growth, Pensar has an opening for a high performing Estimator to join our team in the Sunshine Coast, Coolum office
This role will be in the Structures Department which has a budget of $45M and average project value around $3M. The Director, Tim Down, currently leads the Estimating function for Structures and this role will work closely with him whilst reporting to Matt Smith the Precontracts Manager. It is envisaged that the successful Estimator can step up and succeed Tim in the role of Estimating Manager in the next two years.
You're a highly competent and committed Estimator with a background in Concrete Structures projects in Civil or Water projects; where you have gained a proven track record of efficiently leading comprehensive pricing on a variety of tenders from $2m - $20m projects including Bridges, Culverts, Tanks, Boat Ramps, Reservoirs ETC. You are accustomed to taking responsibility for the full tender lifecycle, thriving on using your logic and lateral thinking to evaluate work methods, investigate alternatives, consider techniques of construction and thoroughly research material/ plant/ labour costs; all to provide innovative and value-adding solutions for our customers.
Responsibilities
- Analyse and interpret tender documents to identify client needs and project risks.
- Develop accurate estimates, tender programs, and methodologies.
- Collaborate with internal and external stakeholders, including suppliers and subcontractors, to achieve competitive and reliable submissions.
- Ensure compliance with safety, environmental, and quality standards during tendering.
- Conduct site visits, review competitor strategies, and identify project risks and opportunities.
- Manage tender reviews, including documentation and final submission accuracy.
- Support post-tender negotiations and project delivery transitions.
To be successful in this role you will have
- An excellent attitude and attention to detail

- Qualifications in Engineering, Construction Management or Quantity Surveying preferred but not compulsory
- The initiative to execute 'above average' estimates and produce winning tenders
- Holistic ownership of the bid and tender cycle and the ability to coordinate post tender negotiations
- Skills at interpreting technical drawings and tender documents
- Ability to monitor market prices, new techniques and cost trends
- A proven track record of working to strict deadlines
- A genuine drive to ensure quote follow ups are done on time
- Experience with MS Project is essential

Wamuran Irrigation Scheme Project
- The $100 million project sees Pensar designing and building a network of pipelines, pump stations and reservoirs to deliver recycled water from the Caboolture WTP to the Wamuran Valley some 25km away.
- The system will deliver more than 2.6 gigalitres of Class A water per year to the region’s growers – reusing a valuable resource and diverting discharge from local river systems.
- Unity Water engaged the WIS JV (Pensar is a partner) to design and deliver the scheme infrastructure.
Redland Bay Vehicle Ferry Terminal Upgrade This project involves the upgrade of SeaLink’s Redland Bay Vehicle Ferry Terminal to accommodate a new fleet of ferries. Pensar began the design of this project in mid-2020. Following an extensive design & development approvals process, construction works began in February 2023 to be delivered across two stages. The project involves dredging, sheet piling, rock reclamation and armour, berthing piles as near shore marine works. Shore works will include full underground service upgrades on site including new Energex power supply and site reticulation, 70kL diesel fuel system, potable water and sewer from vessel to mains. Civil works comprise concrete abutments, road pavements and asphalt surfacing, in addition to constructing new buildings including services shed and prefabricated ticket booth.
Cairns Reservoir Refurbishments Temporary works, repair and replacement of various members of the reservoir, including roof components, vents, box gutters, access hatches and ladders
Application of protective coatings on rafters, preparation of concrete, crack injection, installation of internal liner, external coatings, remediation of corroded pipework and replacement of internal seals
Reconstruction of access roads, kerbs and drainage
The Rookwood Weir Fishway project is helping fish species move safely and more freely in the Lower Fitzroy River system. As part of the project’s environmental offset strategy, a $7 million fishway is to be added to the Fitzroy Barrage, located at Rockhampton, downstream of the weir. Construction of the fishway will support 12 jobs and provide 31 native fish species access to 545 hectares of habitat.

Matt Smith – Precontracts Manager
In his second successful stint with Pensar, Matt is a Civil Engineer with 15 years experience delivering multi-disciplinary projects in Transport, Resources, Water and Energy. Matt commenced his career on site with Clough and progressed through the ranks working on complex projects with plenty of challenge before climbing the ranks with Zinfra, Pensar and Abergeldie culminating in his return to Pensar to head up the work winning function. Matt is married and a proud Dad to 3 under 5yo and he is a mad keen sports fan who stays active and ensures his own health and fitness is taken care of. He is a personable individual with a supportive leadership style that thrives on clear communication and empowerment.

Pat is one of the brightest most energetic professionals you will meet. He has boundless enthusiasm and can’t help but move at pace. Pat started his journey with Pensar as a Graduate Engineer in 2009, after working on Civil projects he launched the Pensar Water business and turned it into the darling of the Group in terms of culture, customer satisfaction and profit. Pat has recently been promoted to COO and I am sure he will be a wild success in the role. Pat is a sporty individual, he loves the All Blacks and is often found training for a challenging athletic pursuit like a triathlon. Away from work he is a great Dad to his two young kids.
Jane Death – Group Business & Strategy Manager
Jane is a dynamo with a diverse skillset and broad experience and a winning personality, positive energy and fabulous people skills. Jane has been at Pensar for 7+ years now and she is a great example of the company’s ability to harness talent and reward performance and attitude with development, progression and promotion.
Michael Bissett – Director
Michael is a Director of Pensar Infrastructure, this is his second stint with the company and he is responsible for winning and delivering some of the most challenging and profitable projects in Pensar’s history. Michael started his career with Leighton Contractors (now CPB) and worked on massive infrastructure projects in Australia and Southeast Asia. A reformed Builder Tim is the main man in Pensar’s Concrete Structures department having been with the company for 15 years. Known for his practical experience and knowledge of all things vertical construction and concrete Tim has a larrikin sense of humour, he loves a glass of wine, watching sport and running around with his 3 teenage sons.
Troy Elder – Operations Manager, Water
Troy is a legend, he comes from humble beginnings in the Plumbing Trade but far more exciting was his Olympic Gold Medal winning heroics as a member of the Hockeyroos. Troy is a quiet and considered, high performer who is calm and resilient with a big focus on clarity, accountability and teamwork. He is a great colleague, leader and general human.
